Is it true DTS packages cannot be migrated to SQL 2016 from SQl 2008 R2?

seems to be true - https://docs.microsoft.com/en-us/sql/integration-services/install-windows/upgrade-integration-services?view=sql-server-2017
And its not like you were migrating from 2008 R2 - that one didn't had either as a feature except as a legacy runtime.

Correct. Beginning with SQL Server 2012, DTS was no longer supported.
So you would need to migrate DTS packages to SSIS before upgrading them.
