Destination: Sqlserver2016 Enterprise Edition
Can database migrate from Sqlserver2008 standard to Sqlserver2016 enterprise Edition? What is the best way .

Yes you can migrate from 2008 Standard to 2016 Enterprise. I would do a straightforward backup and restore from one to the other but make sure you do plenty of performance testing before going into production and 2016 can/does perform differently from 2008.

Also, i think it would be nice if you could do some stress on the luns, mount points or where you will be storing your data files.
You could try using diskspd that will give you some diagnostics on performance issues or disk issues these tools are provided for free from Microsoft.
