What is the first exam that needs to be done whether you would be taking the DBA track or the Developer TRACK ?

The foundation certification for both SQL Server dev and DBA is MCSA:

Once you have passed the three MCSA exams, you may work toward one of the SQL Server MCSE certifications.

You don't have to take the exams in a particular order, as long as they're from the MCSA certification. I would suggest that you start with the one you feel more confident.

afaIK, there isn't a separate dev/dba track. Last time I looked at the certs, the split (which is at the MCSE level) is DB engine vs BI
