With the hosted Sharepoint I ran into some items that need consideration.
They are summarized by the features checklist here:

Do we need/want db admin access? Does it matter?
Do we need/want server control?
Do we need/want a private ssl?
What is our administration level, can we add users, assign permissions etc? Or do we need the hosting site to do that for us?
I don't think server control is that necessary - but the others seem like they are good to have. They come with a heavy price tag though.

I don't know a whole lot about share point other than from a user standpoint. Some sort of SSL cert is pretty much a must for me, particularly if we're going to try to setup some sort of private/public space.
The Aivea link that Lynn Provided, looks like the best bang for the buck. Only 3 9's uptime, but really I can't think we'd need any more than that. Their Pro plan adds the ability for anonymous access so that could help with the public portion. The only other difference between Std and Pro is an Extra GB of data storage and Custom Web Parts. I'm not sure if custom web parts would be helpful in the designing of test interfaces, question repositories, etc. or not. And I don't see us storing tremendous amounts of data unless we get more into uploading various images, screenshots from the GUI etc.

Here is a good comment on the topic concerning Review Boards.
Yup I saw that this morning when he posted it. Btw congrats ont he new syndication and such. I look at it this way... we talk about getting PASS on board with this and perhaps having review boards at conferences and such, and more importantly about having it be cost neutral for them. Would that count getting more people to register for conferences to attend to get to their review boards? Obviously hard to tell how many people would just come for the review board and then stay for the conference, but that could be one way to attract new people to the events, so incurring a small cost to make that happen could be a way of it being more cost neutral than it would look because it'd be from 2 different cost centers.
Of course, that brings up a new problem: we can't really expect you to shell out $1000-$2000 (not including travel/lodging etc) to get to a conference just to be in front of a review board to get the cert. That begins to make it much more cost prohibitive. Not to mention, that brings in the "I need my time changed because I really want to see session x" issues... So there would need to be times to get in front of a review board other than at a conference.
I still like the idea of a review board, just not sure how to accomplish it.

I like the review board idea. I think it will be necessary to have some local UG people sitting on the board as well as the neutral party (and there should be a slew of them). This would dramatically offset the cost and considerably ease the scheduling conflict.
