Any idea where I can find the MSI? I searched Microsoft Download Center and my R2 DVD and couldn't locate it. Yes, the packages should be converted to SSIS, but the DBA they hired left last year and I had no input on what his projects were even though he was supposed to replace me.

You need the Backward Compatibility Tools:
feature Pack: Microsoft SQL Server 2000 DTS Designer Components
Microsoft SQL Server 2005 Backward Compatibility Components:
