Just to follow-up, re-installing the Sybase Client on the virutalized server did work. The version of ASE is 12.x as shiped with nortel symposium.
When we originally tried to use the stock 32 bit ODBC driver that installed with the sybase client, it failed to connect when run from a 64 bit windows 2008 server and the 64 bit version of SQL SVR. We investigated ODBC drivers and arrived at the following options:
1) third party drivers that cost $3500 - $5000 per CPU plus annual maintenance
2) Purchase the Sybase ASE SDK. This was a few thousand but as an SDK owner we would have gained redistribution rights to for multiple customers.
Instead, we installed a 32-bit instance of SQL SVR on the same server as the 64 bit instances of SQL SVR. We then set-up two linked servers. One from the 32-bit instance to Sybase. A second linked server from the 64 bit instance to the 32-bit instance. SSIS packages run on the 64 bit instance were then able to import data from sybase (as relayed through the 32-bit instance).
So just to be clear, the trick was recignizing that both 64 and 32 bit instances of SQL SVR 2008 can be installed on a single OS.
The solution stopped working when the physical server was cloned and moved to a virtual server. However, reinstalling the sybase client and ODBC driver solved the problem. The reinstallation of the client was troublesome. There were lots of error messages that the installation was failing becasue files were held open. After three or four attempts to re-install, the effort was finally sucessful.
Sybase has recently decomissioned the ODBC drivers that were shipped with version 12 and wants customers to upgrade to newer drivers. The old ones were from a third party. The new ones are manufactured by Sybase. Customers under support agreements get the new drivers for free. It seems others need to purchase the SDK. Both 64-bit and 32-bit versions of the driver are available.

Does anyone know where to get the 64 bit Sybase client?

yes I remember from the past that the Sybase ASA driver didnt like any type of cloning, the guys tried to be sneaky and create a ghost image with the software, but it never worked, always had to reinstall the driver, same happend in P2V and V2P situations as well
