Is there a way to limit the number of times a specific report can be executed per day? We have some heavy reports that users are abusing and would like to limit the report to only being executed say 3 times per day. Any ideas?

I don't know a way of doing this.
Are you using snapshots? If the report does not have to be real-time you could generate a snapshot and have the report use that when run later.

what about creating a subscription and sending it out to users a few times a day?
another way is to connect to Reporting Services instead of the database engine and you can set it in the report properties to execute at certain times in the day and cache the data
