Forgive if this has been asked before.
I have a server with a full version of SQL Server 2005. If I install BIDS/SSIS on a 2 client machines to design and run Packages do I need additional licences or does the SQL Server 2005 on the server cover this

you dont mention if this is a production server or not. I could be wrong but if you install SSIS service on any machine, you need a license for that machine. dont quote me on that, need someone else to confirm that.

As long as you only install the client and development tools (ie: not SQL Server, SSIS, SSRS, SSAS) then you are probably clean. BIDS doesn't require SSIS locally to run. Not to put too fine a point on it, but SSIS server isn't much of a server, its more of an interface. I think it uses DTExec to actually run the packages.

Right, I read into what he was asking a bit, it seemed he was looking to do SSIS development. If I am wrong and he wants to install the SSIS server then he needs a full SQL Server license.. Which for most environments is a tough sell to management..

I believe that you need a full SQL license to run the SSIS server services on a separate machine.
The various URLS I've seen (http://www.microsoft.com/sqlserver/2005/en/us/Pricing-Licensing-FAQ.aspx, http://download.microsoft.com/download/6/F/8/6F84A9FE-1E5C-44CC-87BB-C236BFCBA4DF/SQLServer2008_LicensingGuide.pdf) seem to indicate that if you distribute out the subsystems (SSAS, SSRS), you need a separate license for the other server.
