We are planning upgrade our database from SQL Server 2005 to SQL Server 2008 , we have valid license on SQL Server 2005 Enterprise Edition, do we need to pay extra fee if we upgrade it to SQL Server 2008 ? Thanks.

If you purchased "Software Assurance" with your initial license, then there is no upgrade cost. If not, you have to purcfhase from scratch.

I also have SQL 2005 Enterprise editio license and need to upgrade to SQL Server 2008 enterprise edition. I have two questions:
1. I heard that Upgrade Fee does not apply on Pakistani customers. We need to buy fresh license of SQL Server 2008 Enterprise ed. is that correct?
2. We are 15 developers, do we need to buy separate Developer Edition of SQL Server 2008 for each developer? or the same Developer edition can be used for free on individual PCs for development work if we already have Enterprise license on server.
Please reply as I am in process of buying license.

That's true for all regions.
Developer edition is per-developer.
