Nice interesting editorial.
Jumping ahead can be a good thing, but to be a good thing it has to be not too far ahead but also sufficiently far ahead that it's not a waste of time. That can be an extremely difficult balance to keep, and it's impossible to keep when "too far" is less than "sufficiently far". Maybe if people can escape from the waterfall approach, refrain from making commitments before having a viable outline design, avoid the taking up the misinterpretation of "Agile" as leaving out useful checks and balances, and use the advantages of a proper devops approach combined with test-based development to reduce risk they will find jumping ahead has suddenly become mush easier.
But of course it can't be done at all if people don't learn and play with with the technologies which might be exploited in the jump before using what they've learnt to determine which jumps are sensible and will provide business benefit.
