I want to use the lay-out of an invoice a background for my report. That way I have the logo, footer etc. in the right place.
When I add the .jpeg I only see a part of the image. It looks like the upper left corner of the image is not displayed at the upper left corner of te report, but start halfway down and left of the page.
How can I display a jpeg of a A4 size pager properly as the background image?

The best way I found is to resize the background image to the exact size of the report body. In SSRS, there's really no way to shrink or stretch an image, so you'll have to edit it in an image editor such as paint.

Not sure what you mean exactly, but as long as your image's aspect ratios make sense with the size of the container, you can have it fill the whole space:
