Hi,
Is there any way to find who whas configured replication in SQL Serve 2008/2005 ?
And one needs to be of Sysadmin role to configure replication is it ?

You can check the owner of the jobs created after replication setup. Job for replication snapshot, log reader agent, distribution

Yeah, someone has 'sa' privileges.
You might also look at the system_health extended event session. It captures some modifications along these lines (but not all).
