...BOL doesn't mention such a path...
The only way to "upgrade" seems to be to uninstall the Express edition and to install the SQL Web.
Am I missing something?

Thank you, ALZDBA, that's the reference I mentioned. It seems that the upgrade is possible for Express advanced only to workgroup, standard & enterprise...

In that case you may be able to do a side by side install of your web edition.
The prepare that instance by adding the needed logins, and restoring/attach the userdb at a certain point after you shut down the exp.edtn.
