is sql service restart needed after resizing sql server max memory?

    I need to reduce the amount of memory in use by a sql server instance.

    Does the sql service need a restart after memory resizing to ensure its only using the allocated amount of memory?

    No. Its not required.

    Please have a look at the value of Is_Dynamic for the below :

    Select * From sys.configurations
