Is SNAC a.k.a SQL Server Native Client? If yes, can SNAC or SSNC be installed by itself or SQL Server RDBMS needs to be installed as well?

It's installed with the client tools or a database engine install. You can get the MSI installer also from the install media. It may even be available on the MS website, a simple google search will tell you 😉
