Download/Install .NET 4 Framework (or latest version)
I understand that the original post is a few years old, but I just ran into this very same error installing on BOOTCAMP partition for my MacBook Pro. I also remember running into the same issue when installing on my Dell a few months ago when installing a new hard drive. Download/Install .NET 4 Framework (or latest version) and you shouldn't get this error.
You might run into another error that asks if you want to check the web or solution, run program, or cancel. Select "run program".

Close All The Open Windows except setup window then the problem will resolve automatically.

I had a similar result. After I closed the Server Manager window I was able to re-launch the SQL install but then the checks found the server needed to be rebooted before I could continue.

Closing other windows also worked for me. Thanks for the tip!
