My company will order one HR software based on SQL server 2000. It will be shared to several clients. We just have one W2K server as Domain controller in this location, and my boss didn't let us touch the W2K server. So, can I install the database on W2K professional and share it to the other users.

The only editions of SQL Server 2000 that can be run on Win2k Pro is Personal, Developer and Desktop. All of these are limited by a concurrent workload governor. Desktop Edition also only supports databases up to 2 GB. BOL says:

As far as I know, you are not allowed to run production applications on Developer Edition, so Personal or Desktop is your choice.

Chris is right on that. However, depending on the size of our company and the database intended it may make sense to go with either Personal or DE. But if extrememly large then I would consider purchasing W2K Advanced Server which fully support most needs.
