You can't. You can only install the client tools or MSDE on XP.
To install an actual server instance you need a "proper" server O/S (Win 2000/2003 server editions)

if you try to install the enterprise or standard versions of SQL server on your machine, it will automatically "dummy itself down" to the desktop version / MSDE.
the full verison, as John stated, will only allow itself to be installed on a server operating system.
The desktop version that gets installed has pretty much all the features you need as a developer for testing, except that it automatically limits the number of allowed connections;

You can install the Developer edition, which is mostly like the Enterprise edition.
