What is the hidden expression for table4 and what is the data being fed to that expression?

The first thing I notice is your IIF statements. It may be a style issue, but I have always nested them. (I think I tried it with AND or OR and I couldn't get it to work)
IIF(Fields!agencystreet2.Value > " " or Fields!agencystreet3.Value > " ",False,True)
would be
IIF(Fields!agencystreet2.Value > " ",False,IIF(Fields!agencystreet3.Value > " ",False,True))
Past that you have to look at your data, data types and see if you can figure out which expression is failing. Perhaps disable the expressions one at a time to help narrow it down.
