Question is not clear.
IMHO this tool can be used to import only Sufrace Area Configurator settings, not all instance setting (example: memmory, processor afinity and so on)

sac doesn't ship with 2008 that I know of... What happens to the command line tool?

SAC transfers Memory configurations also from server A to another server B? I doubt it but I got it right just by fluke. So, no complaining about points.
I will try next time when I had to transfer server settings to another server.

It doesn't say "import all settings" or "import the settings", either of which would have had the implication that you seem to be suggesting, but "import settings" which doesn't have that implication (all it requires are that there are at least two settings that can be imported).
So it's a good clear question without any ambiguities.
