I built a new SQL2008R2 server and set up CMS on it and created a few policies. I am able to query all of my servers from it with no issues. When i try to import my policies to CMS, i get an error showing i do not have a connection. I have verified permissions, roles firewall openings...all look good. Anyone have any ideas?

Did you build the policies on that CMS box? If so, they already exist locally so you just have to evaluate them against targets, don't need to re-import them.

I got it worked out right before you posted this. That was the case and i got the policies to evaluate without errors. No harm, no fowl (couldn't help it).
