Does it have a magic exec that requires LESS ram than the size of the file?

a lot of the applications that open large text files will swap into the disk if there is not enough ram

That may be correct but the question still remains...why would you need to open a text file with 13M rows. It would take weeks just to scroll to the bottom. That much data is not really editable by a human.
