You can use pst repair tool. It owns many various capabilities such as it is able to demonstrate the results of working with crashed or lost pst files. The software can work with big pst files more than 2 gb. It is easy to use for any users due to simply interface.

It's a pity the tiltle of this thread didn't say "exchange" instead of "outlook". People who use outlook but not exchange are rather more numerous than people who use outlook to access an exchange server (so for most outlook users this recovery method will not work) since exchange was for a very long time the most hideously difficult to administer of email servers and also the most horribly bugridden. I'm told it's better now, but neither I nor any sysadmin I know is prepared to risk using exchange, there's too much history of pain.

I came across this thread a few weeks ago while trying to source a solution for a missing emails problem I had at work.
I know it won't help those who already commented, but am adding in case it helps anyone who comes across this in search for a solution to a non exchange environment.
I managed to recover all my permanently deleted emails so wrote an article about it here:

Will this work if you have compacted your PST file?

Sometimes ago I also faced such type of issues and that time I googled and found this link: http://www.article.msoutlooktools.com/howto/recover-deleted-items-from-outlook.html.
This article contains many useful information like how to recover deleted files from Outlook using Hex editor, how to recover items from hidden dumpster, how to change registry setting for recovering deleted items in Exchange environment and the best part of this article is that it gives you third-party Outlook recovery software and I suggested to go with this because of its accuracy and power pact performance. Ever since I am using it, this utility has never let me down. It is a great solution for recovering deleted items after emptying them from "Deleted items" folders.
All the methods (mentioned above or anywhere) will never work in case of compacted PST files.
One thing that I want to share is that you should create backup of PST files regularly to minimize the loss of pst files.

Yet another solution that relies on the PST file never being compacted. As such solutions are possible, and ones that work after PST compaction have to be based on keeping backups of uncompacted versions, I guess it's better than nothing.

You can recover deleted outlook emails, including the items that were deleted permanently, when you selected items and pressed SHIFT+DELETE or SHIFT+ Button.
After that, in the folder from where you deleted the item, or in the Deleted Items folder, click on the Recover Deleted Items on the Tools menu bar.
And then click an item and then click on the Recover Selected Items.
Each recovered item is restored to the folder from which it was deleted.
Hope above these step work well onto your system.

That only works if you haven't compacted the pst file since the deletes.

Not if you've compacted the PST since the mail was deleted. And if you never compact I guess you either you have a pretty low email rate or your emails tend not to include large attachments.
