And, if you think about it, it comes down to how is the requirement is specified. The two following requirements are different:
The system must (or shall) retain the original information and error messages for 120 minutes.
The system may retain the original information and error messages for up to 120 minutes.

I wonder how much data we are talking about and whether a message queue is worth investigating?

Software doesn't "know" anything, it simply does what you tell it to do. It may follow algorithms to determine the best way to accomplish a task, but it still doesn't "know" things.
So far as SQL Server and most software that any of us will ever have the opportunity to work with goes, I agree. But I've seen some pretty nice software in other areas that learns by experience. It's actually pretty spooky. While the definition of being able to "think" or being "self aware" is a bit nebulous, some of the more robotic related software seems to make the bot sort of self aware enough to protect itself except in certain circumstances and is capable of learning what new threats are and can actually devise methods to deal with the new threats. Some of the self maintaining foraging bots the DOD is experimenting with are really getting spooky.

I think that is good idea. I think service broker could probably be a very useful thing here.
