We have SQL Server 2000 (SP3). When I look in the Current Activity Folder and the Process Info Folder, I see a Process 57 with 2 Open Transactions. Is this a transaction that was started but never committed? Is an Open Transaction a bad thing? Is there a way to identify and get rid of the Open Transactions?

The current activity folder is not refreshed automatically. The 2 open Trans just mean the process of 57 has two open transactions at the time when you open the folder. It may be long or short transactions. You can refresh the folder again to see it still there or not.
Open transactions are not bad thing. It means someone is using your database. What you need to check is long open trans, which can cause blocking or even deadlcok with other processes in a database with high concurrency.
