- What Microsoft software package(s) would I need to get started
developing software for the Pocket PC, preferably with some variant of
VisualBasic?
[The Developer] will need Visual Studio .NET 2003 and the Pocket PC 2003 SDK. To build mobile web applications for the Pocket PC, use the ASP.NET Mobile Controls in Visual Studio .NET 2003.
- What "buzz words" should I use to locate related resources (books,
online documentation, web forums, etc.)?

- Do you know of any particularly effective resources that would help me
come up-to-speed on the Pocket PC quickly?

Actually you can do plenty of development with the free download Embedded Visual Tools from Microsoft. There are lots of tutorials on DevBuzz.
