The native SQL backup and the maintenance plans only support backups to local tape drives.
If your server doesn't have a local tape drive, this option will be disabled. If you want to backup to a network tapedrive you have to use third-party software.

Many of us prefer to backup to local disk, then copy the flat file to tape later. Faster & more reliable

I would recommend that you manage SQL backups with SQL Server. Run the backups to disk as it's faster, more reliable, and if you have an issue, you can recover quicker.
Then let Tivoli backup the files like any other files on the server.

Thanks Steve, for the suggestion. I created a maint plan that backup daily to SAN and after that another backup to Tapes using Tivoli.
But my Tivoli backup fails with the TCP/IP connection issue would like to know how should I troublesoot it. I have not much information on this.
Error:
01/15/2009 07:44:25 ANS5216E Could not establish a TCP/IP connection with address 'SERNYKACP:1500'. The TCP/IP error is 'Unknown error' (errno = 10060).
01/15/2009 07:44:25 ANS4039E Could not establish a session with a TSM server or client agent. The TSM return code is -50.
01/15/2009 07:44:25 ANS1017E Session rejected: TCP/IP connection failure
Appreciate your help 🙂

It sounds like the client (TSM client) on the server isn't able to communicate with the TSM server. Perhaps a firewall/router issue?
