What have you tried so far? Have you checked the documentation? https://docs.microsoft.com/en-us/sql/relational-databases/databases/attach-a-database?view=sql-server-2017 Have a go and if you get stuck tell us more about what the problem your facing is, and any relevant errors.

I would be more concerned, however, with how SQL Server was "accidentally(?)" uninstalled from your server,

Hi

Sql server engine not started due to below error, so uninstalled sql server

The Request Failed Or The Service Did Not Respond In A Timely Fashion. Consult The Event Log Or Other Applicable Error Logs For Details Error When Starting SQL Server Instance
