Typically, how long does it take for a DBA to get acclimated to a new position, procedures, and surroundings?

Hate use this, but, It Depends. Each environment is different, each individual learns things at a different pace.

That really depends...on the DBA, on the environment....
How skilled is the DBA? How big is the enviroment? How involved is the environment?
For example, bring in a good DBA but one who hasn't had to deal with replication. Have them be responsible for an active/passive cluster with replication to four other servers. That could be a bit of a learning curve.
Or how about a DBA that is used to SS2000 and bring them into a SS2008 shop. Going from DTS to SSIS packages can be quite a bit to learn.
I can come up with lots of examples....but the bottom line is 'how much will the new DBA need to learn' and how difficult is it to learn?
