1) How do I report SSDT bugs to Microsoft?
2) Do they listen, or is it just a waste of time?
3) Are they open to enhancement requests as well?
I'm new-ish to SSDT, kind of enjoying it, but there is SO SO SO much that Microsoft could do better in SSDT.

Go to http://connect.microsoft.com/
You can search user submissions and submit your own. Replies will appear on your issue. I reported something once. It was quickly marked closed with a 'works on my computer' comment, but plenty of other folks had the same problem, and someone else posted the fix.

FYI, connect.microsoft.com is retired. https://docs.microsoft.com/en-us/collaborate/connect-redirect. Search on "SQL Server".
Use this instead: https://feedback.azure.com/forums/908035-sql-server.
