    No need of having IIS. Use BOL for TL restore script, it is defined very well with good examples.

    I'm not sure why you'd need to have the Internet Information Server. I don't use it day to day. It can be used by Reporting Services, so that might be a need.

    As to restoring a database, look up the command RESTORE in the Books Online. The basic syntax is

    RESTORE DATABASE x

    FROM --some source
