That's what you need to fix. You have an authentication failure with the mail server. You need to get the SMTP server config, and what type of authentication they require. We can't see what your mail server requires, SSL or some other authentication.
This isn't a SQL issue, but a log into the mail server issue.

in configuration there is no problem.
in mail account need to make allow less secure apps-- ON.
this is the only required remaining all the same.

2.In the component list go to Application server and then click Details
3.In the Subcomponents of Application Server list go to Internet information service (IIS) and then click to Details
4.In subcomponents of IIS select SMTP service checkbox and click ok.
5.Click Next
6.Click finish

While that's an interesting note on how to do SMTP in Windows, that's not what the OP was asking. He wanted to know how to activate DatabaseMail which uses SMTP.
