After uninstall SQL Server, you need to reboot your server box. Did you do it?
If your SQL Server was not gracefully uninstalled, you may have to go to registries to remove registries.

If folders and reg keys are not deleted ater installation delete those manually.

Which Edititon of SQL Server are you trying to install?
You also need at least service pack 3 to start SQL Server 2000 on XP.
So there may not be a real error, yet.
Latest service pack for SQL Server 2000 is SP4 and can be found here
Install SP4 and try to start SQL Server.
