Hi,
I tried to install sql server 2008 management studio. It took me to the SQL Server Installation Center, and it run the rule check. It always failed saying that I need to restart my computer. I restarted the computer at least 20 times, and it has not solved the problem. I've gotten the same error.
Window XP pro with SP3, PENTIUM 3 2.4 GHZ
I had sql server 2005 install previously, butI removed it before installing 2008.
I tried installing sql server 2008 express with tool, and it did not work.
I have been able to install sql server 2008 without the management tool
I reinstalled my MS visual web developer with slq and tried to down the management tool later, and it still did not work.
Please help!

I had similar problems and discovered lots of similiar complaints. Ultimately I found a post which recommended using this, which worked for me. It's free and includes SQL Server 2008 Management Studio Basic.

I have had similar problems installing SSMSE2008, where the installer would not allow me to install without a reboot, despite rebooting several times.
I tried to install different variants of SSMSE2008 but encountered the same problem.
It eventually worked when I performed the install via MS Web Platform Installer:

NOTE: if you already had PowerShell installed via WU, you will need to uninstall it first.
It only took four hours to get there...
