AWE and /PAE allow you to take advantage of memory above 4GB. By default, SQL Server will consume 2GB of the base 4 and leave the other 2GB for the OS and other applications/processes. You can use the 3GB switch in your boot.ini file to allow SQL Server to have access to 3GB, leaving 1GB for the OS and other non-SQL Server processes.

Below is the excerpt from beow MS article and it conflicts with what the article you said.
http://support.microsoft.com/?scid=kb;en-us;274750&spid=2852&sid=global.
Normally, both the SQL Server 2000 Enterprise Edition and SQL Server 2000 Developer Edition can use up to 2 GB of physical memory. With the use of the AWE enable option, SQL Server can use up to 4 GB of physical memory.
Note You cannot allocate more than 4 GB of physical memory to an application on Windows 2000 Server because Physical Address Extension (PAE) is not available on Microsoft Windows 2000 Server. Also, you cannot use the 3 GB switch in the Boot.ini file with Windows 2000 Server; however, you can use the 3 GB switch in the Boot.ini file with Microsoft Windows 2000 Advanced Server or Microsoft Windows Datacenter versions. Judging from the article in your post, you cannot take advantage of the 3GB switch if you are only running Windows Server 2000 standard edition.

Correct - you have to have Windows Adv server/SQL ENT to be able to use Mem above 2GB.
