If you can't speak English, it'll be difficult to refer you to a site that caters to non-English speaking folks. If you want to try...

There are, of course, others... but that's a good start especially since they have a "try it" space.

w3schools is a good place. SQL In A Nutshell is a good book, or really any basic SQL book will help you get started.

I think so... just remember that it's NOT geared specifically to T-SQL (MS SQL Server dialect of SQL).
