Folks, I'm turning to you, the folks I know best SQL Server. I have entered into a debt with the 15 Windows server administrators here, that giving only 2G to the server and the rest to SQL Server is not a good idea. What I'm look for is some documentation on best practices for Windows Server 2008R2 and SQL Server. specifically memory consumpyion by the server.
Example:
Windows Server 2008 R2 with 16CPU and 32G of Memory. I only let sql server have 25G. but my Windows Admin are saying 30 is okay.
I'm looking for Microsoft best practices.
I know this is not the right forum, but I have to go where I know I can get answers.

2GB for the OS is too low when you have 32GB of memory. The OS will use more than 2GB.
