I would definitely agree, particularly if all they are concerned about is their own job security. Then they don't usually share or document what they do.:-D

Agreed. Set their only task to be that documentation and, optionally, cross training a substitute. Set agreed parameters such as what is expected and when. If they do it then they have proved that they can be a team player. If they don't then they have given you grounds for their removal.
