I'm looking for advice on how to locate Jr.-level positions in SSRS and Report Development...any ideas as these positions are rarely advertised?

Talk to recruiters. They often find things others don't.
Add this to your LinkedIn profile. Lots of companies and recruiters start here.
Do some testing/experimenting with the platform and write about it. Someone might notice this, especially if they find you on LinkedIn.
Use your network. Talk to people at user groups, or on Twitter, or LinkedIn. Make an effort to push out and reach people.

+1 for local user groups...great way to find work and network with peers and prospective clients. Each month, there are a number of openings mentioned at the beginning of the Atlanta BI user group meeting...seems someone is always hiring 😉
Also, here's some free advice: if you're a junior level developer, try and land a gig with a consulting company for a few years. Getting to see the inside of a bunch of IT shops and work with senior developers is a great way to immerse yourself and quickly gain valuable experience.
