I have ran this over a 10 minute period and I get a total weight of
11675816 ms
11675.816 seconds
194 minutes
Is my understand of a SQL ms wrong is a ms not 1000’th of a second?

1000 milliseonds = 1 second.
As for the total....
If you and I both stand in a queue for 2 minutes, then our cumulative wait time is 4 minutes (2 minutes * 2 people). If 10 people stand in a queue for 2 minutes then their cumulative wait time is 20 minutes. Those wait stats are cumulative for all connections.
