In SQL 2000,
I have two questions:
1. Why the new full-text catalogs is disable in EM, you need to go to the server remotely to create new
full-text ctalogs, is this a bug?
2. If you disable the builtin\administrators, the full-text catalogs are not working anymore, any ideas?

1) Nope. It's the new security settings.
2) Again, check the security settings. The full text agent id must have domain rights.

It's a Windows service account:
SQL Server FullText Search (MSSQLSERVER)
Right click, go to properties and check the Log On tab.
You also want to double-check that it's enabled in the Surface Area Configuration tool.

Under Services,
I don't see SQL Server FullText Search, I only see MSSQLSERVER and Microsoft Search

No, the surface area configuration tool is a feature of 2005. You need to post your questions to a SQL Server 2000 forum as Full text works differently.
