I'm looking for a free OLEDB Provider for DB2 so I can connect to a DB2 database running on OS/390 in DTS. Is there one available? The only thing I can find is IBM's DB2 Connect and Microsoft's Host Integration Server.

I haven't found one either, but we use in our applications the one from HiT Software -> http://www.hitsw.com/products_services/sqldb2/oledbdb2/oledbdb2svr.html (well, actually we use the one for AS/400, but I presume the quality of the driver is the same for both platforms)
It is not free, but if I remember correctly it is not too expensive either. What you can do is download a 15 day (or 30, i'm not sure) trial-version to see if it suits your needs.
We have had it in production for almost 1 year now and are so far very satisfied with both performance and stability.

We have used the HIS to access our OS390 based DB2 database.
This was the only possibility we've found.
It's working fine, but only with DB2 as HIS (formal SNA Server) requires SNA.
And we are operating IP now so I'm not able to access our VSAM files out of SQLServer.
