A rebuild doesn't reduce page splits, in fact, it can result in there being more page splits after the rebuild than there were before because the pages are fuller after a rebuild than before.
That isn't right away though? Assuming you rebuilt with an 80% fill factor then wouldn't the rebuild order everything properly (meaning no page splits)? Then only after users insert more data would page splitting occur?

Meaning no fragmentation.
A page split is an event that occurs, not a property of the index, it is something that happens to the index.

Yes, because as I've said several times, page splits are events, they're not persisted properties of the index.
