Another of those 'it depends' answers, rather than a straight Yes/No.
I got it right ('Yes'), but as I answered I wondered if the Q poser was going to have 'No' as the answer as it isn't ALWAYS a <.British>. localised <./British>. message.
(BTW how do get 'less than' etc? <. clearly doesn't work)

From BOL:
FORMATMESSAGE looks up the message in the current language of the user. If there is no localized version of the message, the U.S. English version is used.

It is localized, if that's available. If not US English is used.
The standard < should get replaced and work. Might need a space after it to prevent injection stuff.
