Why do we have failback on the two node 2008 cluster environment though we hvae both nodes are in same configuration in the software,RAM,CPU ,etc ?

failback is a windows cluster feature to enable a clustered resource (not just SQL Server) to move back to its preferred location after a failover has occurred. On resources such as SQL Server or Exchange you may not want to employ the failback as this can cause unexpected outages of the resource when it attempts to move, you'd want to control this manually.

It may be cluster feature but its available at SQL server instance level , can you tell me where we can configure at windows level if its available ?
