To create an SSIS project, you need to use the Business Intelligence Project type in Visual Studio. Make sure you have selected Business Intelligence Projects under project types and then in the Templates section, select Integration Services Project.

You have to run a dtsx package from within Microsoft BIDS, SQL Server, or command prompt (http://technet.microsoft.com/en-us/library/ms138023(v=sql.105).aspx)
You probably want to select the option "Run immediately" instead of "Save SSIS Package" tho, so that you don't have to mess with files at all.
