The remote copy of database "billing" has not been rolled forward to a point in time that is encompassed in the local copy of the database log. (Microsoft SQL Server, Error: 1412)

try taking a log backup of the primary, then apply that to the mirror with norecovery. Then try to initiate mirroring.

also any log backups that have been carried in between taking the original backup and trying to start the mirroring
