Is there any reason why you are not using SQL Agent to run the package?

I suggest that you learn - it is a better tool to use in this situation.
Do you have SSIS installed on the machine you are doing this?

According to this blog article, the issue is related to the fact that SSIS is not installed on the machine:
http://blogs.msdn.com/b/michen/archive/2006/11/11/ssis-product-level-is-insufficient.aspx
Or you 100% sure it is installed and up and running?
