Guys, good night!
I have a situation in my SQL Server Management Studio where when I log in and click the "New Query" button in a new window/tab, the attached error is displayed. I tried reinstalling and repairing the installation, but the error still persists. I can't format the notebook to solve this problem due to the configuration of other programs, so I would like to know if you have already encountered this scenario or if you can help me solve it.

Hello,
have you installed the newest version of SSMS?
Have you tried to start SSMS with administrator permission.
Have you tried, to start SSMS without any AddIn? (try to hit the shift-button until SSMS is startet)
Good luck
Best regards,
Andreas

What version of SSMS are you running 19.1?
IIRC that only supports SQL 2014 onwards, not SQL 2012.
So if you are using 19.1 you need to downgrade to an earlier version of SSMS, and then get your upgrade plan for your SQL 2012 and SQL 2014 instances in place and running ASAP as 2012 is officially a dead product and new versions of tools will NOT be tested on 2012, and 2014 is out of support in around 9 months time.

as Ant-Green mentioned above you need to use a SSMS version compatible with SQL 2012 - SSMS 19 only supports 2014 or higher and you are trying to connect to a SQL Server 2012.
install SSMS 18 and it will work - you can have both SSMS 18 and 19 installed.
and get those servers upgraded to a more recent (and supported) version!!!

Thanks for the feedback. I just uninstalled SSMS 19.1 and installed SSMS version 18. However, when trying to create a new query the error persists.

Your supplied screen shot shows SQL Server 11.0.2218.0 (which is SQL Server 2012) is what you are connected.
