All the other MS SQL 2005 services installed fine, SSAS, SSIS, SSRS it is only the sql service that is giving this issue. as a result maintenace wizard and to setup any maintenance schendule is not working.this was an upgrade from RTM to SP3 if that helps any on a X86 install on Standard edition

SP3 install I would say.
This could be related to not installing with an account with local admin rights?
Have another look through the error log, any other errors which narrow down which part of the install failed? Have you moved any parts of SQL install to a different directory since the base install and deleted the original directories? Try reinstating them if so, various blogs show that as a fix for this error.

I have domain admin rights and tried installing it with this account. I tried with the local admin account 1st...
The server server services update with SP3 failed ...
I didn't install the initial instance of MS SQL 2005 on this server. It is not installed in the default directory. It is up and running currently. Arcserve backups were failing and I could create a maintenance plan and then checked and it was RTM install on the box. Installed SP3 with the failed sql server service and still can't create any maintenance schedules on it. Awaiting feedback from the arcserve guy to confirm that backups are running now as there are no backup failure errors since the install. I'm think on removing this instance and then reinstall myself and then apply the SP3. Backup and restore the db's accordingly afterwards ...
3 databases on this instance and 11gb in size.
